Committee Of Merit

Winterland Island is run by a handful of anonymous committees. Citizens are nominated by lottery and revealing their role in the committee is grounds for dismissal. The COM maintains the meritocracy of Winterland. They track each citizen's merit and authorize resource requests based on that merit.
